Belarus’ President, Alexander Kosinets discuss personnel policy in Vitebsk oblast
MINSK, 29 October (BelTA) – The matters related to the personnel policy in the Vitebsk oblast and coordination of policies with the central government were in the limelight of a meeting between Vitebsk Governor Alexander Kosinets and President of Belarus Alexander Lukashenko. The Belarusian leader heard out a report prepared by the Vitebsk Governor on 29 October, BelTA learnt from the presidential press service. The President reiterated his requirement for a careful approach to human resources. “When a new head of a region is appointed, older personnel should be given an opportunity to adjust to new, higher requirements, but you should not go into extremes here,” the President said. “I told you about my requirements to human resources policy. There is no excess of human resources in the Vitebsk oblast. You should always treat people well. But if a person cannot or does not want to work, you should take the appropriate measures,” the head of state said. No shock therapy should be applied to personnel in the Vitebsk oblast. People should be given time to adjust to higher standards (the requirements should certainly be toughened which is being done in the Vitebsk oblast). If they do not adjust, they can be transferred to another job or leave government service,” Alexander Lukashenko said. Commenting on the talks which governor is better, the previous or the current one, the President said that not everything was perfect when Vladimir Andreichenko held the position. It is not an easy task to head the Vitebsk oblast, but Vladimir Andreichenko did his best. “That was not an ideal period in the region’s history. Otherwise we would not change anything. But the changes occurred, a new leader was appointed. I have known him for many years, and trust him,” the President stressed. According to Alexander Lukashenko, there was a lack of coordination between the national authorities and the Vitebsk oblast executive committee. The head of state called such situation inadmissible. The requirements to the interaction between government agencies set out at the highest level should be complied with. Of course the governor is the main person today. Since he is appointed, he should be trusted. Therefore I keep any decision of the governor under control and will do it until I am convinced that the governor does the job well. This is a very responsible job, the President said. “I need results. If there is a result, it is good. Much can be forgiven for this especially in today’s hard times. If there is no result, then these are just idle talks and I will have to make a decision: to wait for a result or take some radical measures. This is a simple formula we should stick to,” the head of state said. Alexander Kosinets informed the President about the social and economic development of the region, the situation in agriculture, construction and personnel policy. The President noted the region’s determination to meet the targets set out by the head of state as the new governor of the Vitebsk oblast was appointed 11 months ago.БЕЛТА
