Belarus' MPs uphold amendments to laws on sovereignty and constitutional order

The bill on amendments to laws on protecting sovereignty and constitutional order has passed the second reading at the fifth session of the House of Representatives of the National Assembly of Belarus of the seventh convocation, BelTA has learned.

The bill was submitted to the House of Representatives by the Council of Ministers upon the instruction of the president. It passed the first reading in the ‘authors' version'. The document is designed to improve the legal framework governing actions of government bodies, other organizations and their officials during a state of emergency and martial law, relying on law enforcement practices, with a view to creating additional conditions to prevent and neutralize risks, challenges and threats to national security, including taking into account the president's Ordinance No.2 “On protecting the sovereignty and the constitutional order” of 9 May 2021 and the increased role of the Security Council in protecting the independence, territorial integrity, sovereignty and constitutional order of Belarus, maintaining civil peace and accord in the country, countering extremism and terrorism.

The bill provides for amendments to the laws “On the Armed Forces of the Republic of Belarus”, “On the State of Emergency" and “On Martial Law” and the implementation of the norms of Ordinance No.2 “On protecting the sovereignty and the constitutional order”.

The bill is designed to create additional conditions to prevent and neutralize risks, challenges and threats to national security, to improve the effectiveness of the governance system, including the actions of government bodies and other organizations and their officials during a state of emergency and martial law, and to strengthen the territorial integrity, sovereignty and constitutional order of Belarus, civil peace and accord in the country.
